‘A Known Danger’: Injury Lawyer Says Major Biden Should Be ‘Isolated’ After Second Biting IncidentThe Daily Wire

A personal injury lawyer said that President Joe Biden’s dog Major should be “isolated” away from people after the animal bit someone at the White House for the second time.

“My legal recommendation to them would be to keep that dog completely isolated or away from anyone because he’s a known danger,” Davis Cooper, chairman of Cooper Law Partners in Washington, told Fox News. “I believe it’s their duty to protect people from their dog.”

Keeping Major at the White House, especially after he has bitten a person twice, could be considered legally negligent behavior. Cooper said that dog owners that do not take serious action to keep a dog isolated after it has bitten one person are potentially legally liable. In some cases, according to D.C. law, the dog can be euthanized.

“The one feature of Washington, D.C. dog bite law, and it’s relevant to the Major Biden story, it’s called the one-bite rule,” Cooper said. “If the dog bites someone after it has already shown that it will bite someone, then there is presumed negligence on the owner of the dog.”

As president, Biden is off the hook for any lawsuits stemming from Major’s aggressive behavior, however.

“No one can prosecute the president for a dog bite or anything else,” Malloy Law Offices attorney Stephen Caramenico told Fox News. “It comes down to just being a competent dog owner because you do have something that has the ability to harm people, so how do you control that animal, who do you let them around?”

Major has bitten someone at the White House twice since the Biden’s took up residence on Jan. 20. White House press secretary Jen Psaki confirmed the first incident last month.

“Major was surprised by an unfamiliar person and reacted in a way that resulted in a minor injury to the individual, which was handled by the White House medical unit with no further treatment needed,” Psaki told reporters on March 9.

After the first incident, Biden’s dogs, both German Shepherds, returned to Delaware where they underwent training for aggressive behavior. The dogs later returned to the White House where Major “nipped” at another person on Monday. As The Daily Wire reported:

President Joe Biden’s dog Major was reportedly involved in another biting incident that required medical attention Monday.

Two sources familiar with the matter told CNN that three-year-old Major, the younger of Biden’s two German Shepherds, nipped a National Park Service employee during his walk on the South Lawn of the White House. The employee, who was working at the time, required medical attention from the White House medical unit.

Michael LaRosa, first lady Jill Biden’s press secretary, chalked up the biting to Major “still adjusting to his new surroundings.”

“Yes, Major nipped someone on a walk. Out of an abundance of caution, the individual was seen by WHMU and then returned to work without injury,” LaRosa added.
